The inaugural event was held on November 7, 2013 with over 150 people in attendance. The Hon. Suzanne Anton, QC, Minister of Justice and Attorney General, delivered opening remarks. B.C. Information and Privacy Deputy Commissioner, Michael McEvoy, will deliver the opening keynote address.
The topic is Big Brother in Seniors Care: Surveillance Technology, Ethics and Privacy. Surveillance technology such as hidden video cameras and GPS tracking of residents in long term care is a complex issue that raises privacy and ethical issues for home and community care providers, workers, seniors and families. While technology can help keep residents, clients, employees and loved ones safe, it can also threaten the very core of their right to privacy, dignity and informed consent. The panelists will discuss strategies for striking an appropriate balance among respecting individual privacy rights, ensuring safety and enhancing quality of care.

Opening Keynote:
B.C. Information and Privacy Deputy Commissioner, Michael McEvoy
Michael McEvoy is Deputy Commissioner for the Office of the Information and Privacy Commissioner of British Columbia (OIPC).
Prior to this appointment, he served as Assistant Commissioner for Policy and Technology and as Senior Adjudicator responsible for the overseeing of order writing related to access to information and personal privacy complaints.
He has previously acted as legal counsel to the Labour Relations Board, practiced law in the private sector and worked as an advisor to the Attorney General of British Columbia.
Mr. McEvoy actively serves his community as a Trustee on the Greater Victoria Board of Education and was a two term President of the British Columbia Trustees Association. He also recently concluded a term as Campaign Chair of the United Way of Greater Victoria.
He is married with two daughters, is road bike enthusiast and is a valued member of the Victoria Grey Leafs old-timers hockey team.

As the host of one of the most respected talk shows in Canada, Bill Good is well known for his “no rules” style and his incisive questioning. Son of legendary broadcaster Bill Good Sr., he grew up with radio in his blood. He has interviewed Prime Ministers, sports heroes, stars of the screen, and star witnesses. Known not only for his CKNW program, Bill also held the coveted position of News Anchor and Public Affairs host on CTV, making Bill one of the most recognizable personalities in Western Canadian broadcasting.

Professor Benjamin Goold, Associate Dean, UBC Faculty of Law, B.Ec., LL.B. (Tasmania), B.C.L. (Oxford), D.Phil. (Law) (Oxford)
Professor Goold joined the UBC Faculty of Law as an Associate Professor in January 2010. From 2003 to 2009, he was a Lecturer at the University of Oxford Faculty of Law and a Fellow in Law at Somerville College, where he taught criminal law, criminology, and torts. Prior to taking up his post at Oxford, he taught law at the University of Niigata in Japan and criminology at John Jay College of Criminal Justice in New York. He has been a visiting researcher at the Max-Planck-Institute for Foreign and International Criminal Law in Freiburg, Germany and at the Centre de Recherches Sociologiques sur les Droits et Institutions Pénales in Paris.
Professor Goold holds degrees in law and economics from the University of Tasmania, as well as a BCL and doctorate from the University of Oxford, where he studied as a Rhodes Scholar. His major research interests include privacy rights, the use of surveillance technologies by the police and intelligence communities, and the rhetoric and language of human rights. He is the author of numerous works on privacy, surveillance, and security, including CCTV and Policing (Oxford University Press; shortlisted for the British Criminology Book Prize in 2005) and Security and Human Rights (Hart Publishing; edited with Liora Lazarus). Don MacAlister, Vice-President of Healthcare & Institutional Security, Paladin Security Ltd.
Based in Vancouver, Don has been the Vice President, Healthcare and Institutional Security for Paladin Security since July 2011. Prior to that he worked in federal corrections, as well as the University of BC and in healthcare, in a public sector career that spanned more than 30 years. He retired from his position as Executive Director, Integrated Protection Services for the 4 health authorities in the Vancouver area of BC in the summer of 2011, where he oversaw security, parking, fire safety and emergency management/business continuity for 27 hospitals and more than 300 community facilities.
Don has a BA in Criminal Justice and is a Certified Healthcare Protection Administrator (CHPA). He was the only Canadian member of the industry group that developed the first Building Design Guidelines for Healthcare and was named the Canadian Security Director of the Year in 2010 by Canadian Security Magazine. In his current role with Paladin Don provides strategic oversight of more than 200 hospitals, coast to coast, as well as more than 30 Canadian campuses.

Paul M. Pulver is a partner with Coutts Pulver. Paul received his B.A. in Economics from McGill University in 1991 and his LL.B. from the University of British Columbia in 1994. After articling with a large Vancouver law firm, he was called to the B.C. Bar in 1995.
Paul acts for a wide variety of employers and employees in the private and public sectors. Micheal Vonn, Policy Director, BC Civil Liberties Association
Micheal Vonn is a lawyer and has been the Policy Director of the BCCLA since 2004. She has been an Adjunct Professor at the University of British Columbia (UBC) in the Faculty of Law and in the School of Library, Archival and Information Studies where she has taught civil liberties and information ethics.
She is a regular guest instructor for UBC’s College of Health Disciplines Interdisciplinary Elective in HIV/AIDS Care and was honoured as a recipient of the 2010 AccolAIDS award for social and political advocacy benefitting communities affected by HIV/AIDS. Ms. Vonn is a frequent speaker on a variety of civil liberties topics including privacy, national security, policing, surveillance and free speech. She is an Advisory Board Member of Privacy International.
