Active Opportunities for the Practical Nurse (PN) Access Program

Program Overview

BC Care Providers Association (BCCPA) is offering a Community Workforce Response Grant fully funded training opportunity. Funding for this program is provided [in part] by the Government of Canada through the Canada–British Columbia Workforce Tariff Response.

In partnership with Discovery Community College (DCC), BCCPA will be training 20 new Practical Nurses in communities across Northern B.C. and the Cowichan Valley: 

  • Northern B.C.: Prince George & Quesnel
  • Cowichan Valley: Chemainus, Duncan, Ladysmith, Lake Cowichan & Shawnigan Lake

Students enrolled in the program will receive skills training by way of DCC’s full-time, 52-week Practical Nurse (PN) Access Program, a recognized PN Access training program by the BC College of Nurses & Midwives (BCCNM). DCC’s PN Access program was initiated in response to the need for recognizing past training and work experience of applicants to the PN program. This program credits applicants for their previous B.C. HCA, RCA, or RHCA training.

BCCPA will cover the entire cost of tuition for participants, as well as provide additional eligible participant financial supports.

BCCPA has gained strong support for this initiative from various employers in the region. All participating employers have full-time or part-time positions available in their organizations. Graduates will benefit from bountiful employment opportunities in a regulated profession, unionized work environments and earn a living wage with benefits. Following the completion of skills training, BCCPA will support students in finding permanent positions with participating continuing care employers in the community.

CWRG Eligibility Criteria

Participants must:

  • Participants must:
    • Must be Canadian citizens, permanent residents, or protected persons (as designated under the Immigration and Refugee Protection Act) entitled to work in Canada
    • Residing in B.C.
    • Have a Social Insurance Number (SIN)
    • Unemployed, or employed, including Full-time, Part-time, Seasonally, Casually, or Precariously

    *Part-time is defined as those employed less than 30 hours per week.
    **Precariously is defined as those who are employed but at risk of losing a job and in need of training for a new job.

College Admissions Prerequisites

Additional admissions requirements are adhered to by Discovery Community College as set by BCCNM, including:

  • Grade 12 graduation or mature student status (19+);
  • A certificate in one of the following programs: Health Care Assistant (HCA); or Resident Care Attendant (RCA); or a combined Home Support/Resident Care Attendant (HS/RCA);
  • 600 hours of work experience as an HCA or RCA or HS/RCA within the last two (2) years, in a hospital or residential care community where care is provided to a group of clients;
  • Meet English language competency requirements;
  • Math 11 Foundations with a minimum grade of 60% or equivalent;
  • English 12 with a minimum grade of 65% or English First Peoples 12 with a minimum grade of 65% or equivalent;
  • English as an Additional Language must meet English language proficiency requirements;
  • Anatomy and Physiology 12 with a minimum grade of 60% or equivalent.

They deliver nursing care aimed at promoting, maintaining, and restoring health, while preventing illness and injury. They operate independently and in coordination with other healthcare professionals within the scope defined for PNs.

Discovery Community College's Practical Nurse (PN) Access program was initiated in response to the need for recognizing past training and work experience of applicants to the Practical Nursing program. This program credits applicants for their previous British Columbia HCA, RCA, or RHCA training. By recognizing prior training and work experience, participants are able to complete the PN Diploma Program on an accelerated timeline.

Graduates who successfully complete the Practical Nursing program will be eligible to write the Registered Practical Nurse (RPN) registration exam (REx-PN). Upon passing the REx-PN and meeting British Columbia College of Nurses and Midwives (BCCNM) registration and regulatory requirements, graduates become Licensed Practical Nurses (LPNs) and can find themselves highly employable in one of the fastest-growing areas in the health care system.

To be eligible for an Access program applicants must meet all BCCNM requirements including:

Funding for this program is provided [in part] by the Government of Canada through the Canada–British Columbia Workforce Tariff Response. In response to workforce shortages in the region, the funding allows BCCPA to cover the full cost of tuition for participants, as well as provide additional participant financial supports (up to $5,000) to help eliminate barriers to successful program completion, such as childcare, transportation and other eligible training supports. Students enrolled in the program will receive full-time (36 hours/week) skills training by way of Discovery Community College's PN Access Program, a BC College of Nurses & Midwives (BCCNM) approved provider of PN Access training.
As a Community Workforce Response Grant (CWRG) participant, the full cost of Discovery Community College's Practical Nurse (PN) Access Program tuition is covered through the grant funds. Additionally, participants are eligible to receive up to $5,000 in additional participant financial supports to help eliminate barriers to their successful program completion, such as childcare, transportation and other eligible training supports.
Program participants will receive skills training by way of Discovery Community College's (DCC) Practical Nurse (PN) Access Program, which focuses on upskilling experienced Health Care Assistants (HCA), Resident Care Attendants (RCA) or Home Support/Resident Care Attendants (HS/RCA) to PNs. The curriculum will be delivered over the course of 52 weeks (1614 hours), and will include 388 hours of consolidated practice experience and 212 hours of final practice experience (including 1014 for classroom theory).

DCC will deliver training in a classroom setting (on-campus) and 35% online. Practice education experiences will be scheduled at local long-term care communities. The program will be delivered full-time, and the training dates are between October 19, 2026 to October 15, 2027.
Upon completion of the program, students will be asked to share their participant success story. Further, students will be expected to complete a Student Exit Form and provide any follow up employment outcomes information post-program completion.
Despite strong and growing demand, there is currently a shortage of Practical Nurses (PNs) employed across B.C. Recognizing the urgency of this issue, the BC Ministry of Health has identified PNs as a priority health occupation. According to BCCPA's assessment, there is an ongoing shortage of nurses in the Northern B.C. and Cowichan Valley regions of the province, with multiple employment positions vacant.

Following the completion of skills training, BCCPA will support students in finding permanent positions with participating continuing care employers in the community.

Note: For participants who have been referred by a BCCPA member employer to undertake the program, it is the expectation that those participating will apply for a PN line with their existing employer upon graduation.
While COVID-19 specific mandates have been lifted, students are still expected to comply with provincial Infection Prevention and Control (IPC) procedures at all times while in care settings. These measures are essential for maintaining a safe and healthy environment for everyone.
The Community Workforce Response Grant (CWRG) provides flexible and timely responses to address workforce challenges due to changing local economic conditions, emerging priorities or unexpected natural disasters. CWRG funds cohort-based skills training that helps people get the skills they need to find and keep a job, contributing to a strong local economy.
Due to funding eligibility requirements, only those who are either a Canadian Citizen, Permanent Resident, or Protected Person entitled to work in Canada are eligible to participate in this training.

Note: Protected Persons will need to provide a protected status document, a work permit, and a study permit, which are all valid throughout the training period.
